Lockport is recorded in Will County, so a firm deciding whether to begin locally can evaluate Lockport as one municipality within that county rather than treating the city and county as interchangeable. The Census population estimate gives geographic eligibility context; it does not tell you how many people search for a lawyer or whether a page will rank.
Recommended approach
List the municipalities and counties the firm genuinely serves, then separate Lockport pages from county-level pages. Confirm that each proposed location is inside the firm’s service area and that the firm can respond to inquiries from it.
