1. Define the Harvey geography before you read the numbers
Harvey and Cook County are not interchangeable reporting scopes. The Census identifies Harvey city as a municipality in Cook County, and records an estimated population of 20,230 for the 2020–2024 ACS 5-year period, with a margin of error of 749. That information helps you name the local area under review. It does not show how many people search for legal services, how many households need counsel, or how many matters your firm can acquire. Ask whether a dashboard view is intended to describe Harvey city, the wider county, another service area, or a combination. A city label should not silently become a county claim.
Recommended approach
Write the geographic definition into the review criteria. For each location field, ask what area it represents, whether it can be separated from other places, and how the firm will interpret a call or lead associated with a location. Do not approve a local performance conclusion until the geography is explicit.
