Set the service area around the matters you accept
Harvard is recorded as a municipality in McHenry County. That relationship matters because a firm may want to serve Harvard while also deciding whether its permitted service area should include other parts of the county or a wider Illinois territory. Population alone cannot answer that question. It cannot show how many people search for a lawyer, how many firms compete, or how many inquiries an LSA profile would produce. Local Services Ads targeting should therefore follow your actual eligibility rules, travel capacity and case mix rather than a population-based assumption.
Recommended approach
Bring a clear service-area map to the consultation. Identify locations you accept, locations you do not accept, travel limits and any difference between where the firm is licensed and where it is willing to consult. Review Harvard and McHenry County as separate geographic decisions; do not treat the county as interchangeable with the city.
