1. Set the geographic boundary before reviewing stories
The Census record identifies Genoa city as a municipality in DeKalb County. That relationship matters when you decide what a “local” legal-news page should cover. A firm may serve Genoa residents, DeKalb County communities, a wider Illinois territory, or clients connected to an event outside the city. Those are different editorial and measurement boundaries. A Genoa page should not silently describe the entire county, a metropolitan area, or Illinois as though each were the same audience. The population estimate is eligibility context only; it cannot tell you whether a topic will attract searches or produce a matter.
