Start with Chicago’s actual service boundary

That establishes a location and eligibility context; it does not establish legal demand, inquiry volume, competition, language preference or staffing needs. Your automation design should therefore follow the people and territories your firm actually serves, rather than treating population as a forecast.

Bring your service-area rules to the review. Decide whether routing should distinguish Chicago city inquiries from matters elsewhere in Cook County, DuPage County or other Illinois locations. Then define which locations affect eligibility, urgency, assignment and follow-up. Those decisions are more useful than assuming that every inquiry associated with Chicago should enter the same path.
