Start with the service area, not the population figure
Waipahu CDP is associated with Honolulu County. For an LSA program, that relationship is a starting point for deciding how the firm describes its service territory; it is not a reason to assume that every person in the county is a potential client. A firm may want to serve Waipahu while limiting or expanding its coverage based on practice area, consultation capacity and the locations it is prepared to accept. Bosseo’s LSA page describes category and geography targeting as part of the program. That makes the first review practical: identify the areas the firm actually wants, compare them with Google’s available settings, and avoid paying for inquiries outside the firm’s intended scope.
Recommended approach
Bring a written service-area policy to the consultation. Separate Waipahu from Honolulu County and from any broader metropolitan coverage, then decide which locations should be included, excluded or reviewed separately. Do not use the ACS population estimate as a forecast of demand.
