1. Start with the geographic decision, not the population number
Waihee-Waiehu is a census-designated place in Maui County, Hawaii. That relationship matters when you decide what the intake should say about service area and who owns an inquiry. A firm may serve Waihee-Waiehu while also reviewing matters from elsewhere in Maui County or declining matters outside a defined boundary. Video Intake should not silently turn a place name into a promise that the firm accepts every matter from the area. The CDP population estimate is useful context for the size of the named geography, but it cannot tell you how many people need counsel, search online, complete a survey or meet your criteria.
Recommended approach
Write the service-area rule before building the question path. Decide whether the intake should ask where the matter occurred, where the visitor lives, or both. Set a clear review route for Waihee-Waiehu inquiries and a separate route for locations the firm does not serve. Treat any demand or conversion conclusion as something to measure after implementation, not something to infer from Census data.
