1. Start with Pukalani’s exact service geography
Pukalani is recorded as a CDP in Maui County; it is not the same geographic unit as the whole county, the state of Hawaii or a metropolitan area. That distinction matters when you define the calls the system should handle. A firm may serve Pukalani while also accepting matters from elsewhere in Maui County, but the appropriate boundary belongs in your own intake rules. Population is eligibility context only. It does not show how many people will call, which practice areas they need or whether callers will contact you after hours.
Recommended approach
Write down the geographic scope you actually serve before configuring call handling. Decide whether the caller should be asked about location, court venue, incident location or another legally relevant fact. Review those choices against your conflicts and matter-acceptance policies rather than using Pukalani’s population as a forecast.
