Start with the geographic question your firm actually measures
Lihue is a census-designated place in Kauai County, Hawaii. A firm may serve people in Lihue, elsewhere in Kauai County, across Hawaii, or in another defined service area. Those are different reporting questions. A dashboard cannot make an undefined geography meaningful. Before reviewing a number, decide whether the intended measure is a Lihue service target, a county-wide view, a Hawaii-wide view, or another area the firm explicitly chooses. The Census population estimate for Lihue is eligibility context only; it does not establish search demand or case volume.
Recommended approach
Ask Bosseo to show how geographic labels would be defined in the review. Keep Lihue, Kauai County and Hawaii separate rather than treating them as interchangeable. If a report combines areas, require the combined geography to be named clearly so partners do not mistake a broad total for Lihue-specific activity.
