That makes geographic scope a decision to document rather than an assumption to make from a place name.
Recommended approach
Ask Bosseo to show how Lahaina would fit inside the proposed footprint, which other locations would be included and how the firm’s actual service area would be represented. Keep the Lahaina page distinct from countywide and statewide pages when the search intent or legal information differs.
