1. Start with the Heeia service area, not a population assumption
The U.S. Census Bureau records Heeia as a census-designated place in Hawaii, within Honolulu County. Its 2020–2024 ACS five-year population estimate is 5,144, with a margin of error of 836. That figure describes the CDP; it does not establish legal demand, inquiry volume, competition, language preference, staffing needs or likely revenue. It also should not be treated as a count of households, clients or people who will contact your firm. For Automation, the local fact changes the review question: define whether Heeia is one service area within a broader Honolulu County practice, then identify which intake sources and matter types you actually want to route from that area.
Recommended approach
Bring your service-area definition to the consultation. Decide whether routing should use a location answer, a practice-area answer, or both. Do not create separate automation rules merely because a place appears on a map; use a rule only when it changes ownership, urgency, eligibility review or follow-up.
