1. Start with the geographic boundary, not an assumed market

The record identifies relationships with Montgomery County and Toombs County. That is useful eligibility context, but it does not establish legal demand, search volume, competition, call volume or likely case value. It also does not show whether a particular inquiry came from inside the city, either county or elsewhere in Georgia. Attribution should therefore preserve the geographic information actually available on a lead instead of collapsing every inquiry into “Vidalia.”
