1. Start with the geography, not a population-based forecast
Austell city is recorded as a municipality in Georgia, with county relationships to Cobb County and Douglas County. Those labels are not interchangeable. A page for Austell city should not imply that every resident of either county is in Austell, and a county page should not be written as though it describes only the city.
