Sebring city is in Highlands County; the city, the county and Florida are not interchangeable targets. A page naming Sebring should not imply that the firm serves every Florida community, and a county-level plan should not be presented as statewide coverage. The Census record supports the municipality and county relationship, but it does not show where your lawyers accept matters.
