Separate the market targeted from the matter location
A page targeting Miami city can receive a visit from elsewhere, and a Miami-Dade campaign can produce a matter in Miami city. These are different reporting dimensions. The Census distinction between city and county is useful when designing labels, but population does not determine which source produced a case.
