1. Start with Estero and Lee County jurisdiction rules
Automation should not treat every inquiry as interchangeable. Your firm can define routing questions around the jurisdictions and matter types it actually accepts. For an Estero practice, the review should distinguish Estero from Lee County and from any other service areas the firm elects to handle. The Census record identifies Estero village as a municipality in Lee County; it does not say which legal matters your firm accepts or where your attorneys can practice. Those decisions belong to the firm.
Recommended approach
Write the approved jurisdiction and intake rules before connecting systems. Identify which answers require attorney review, which inquiries should be referred or declined, and which person owns each accepted category. Do not use population as a proxy for demand or eligibility.
