1. Separate Cocoa visitors from the market you target
A Cocoa page can receive visitors who are physically elsewhere, while a person in another place may be researching a firm that serves Cocoa. Those are different observations. Attribution should preserve visitor location separately from the market targeted, rather than treating either one as proof that the other is true. For a firm serving Cocoa and Brevard County, that distinction matters when reviewing city pages, broader Florida campaigns or referrals. The Census record identifies Cocoa as a municipality in Brevard County; it does not show where prospective clients search, what services they need or whether a visit will become an inquiry.
Recommended approach
Define the geographic fields you want to review before interpreting results: visitor location, targeted market, landing-page geography and the firm’s service area. Keep Cocoa and Brevard County as separate labels where that distinction affects a budget or intake decision.
