Callaway city and Bay County are not interchangeable targets. the Census record identifies Callaway as a municipality and places it in Bay County. A page about serving Callaway should not quietly imply that the firm serves every community in Bay County, and a Bay County plan should not be presented as a Callaway-only plan. Recommended approach
Ask Bosseo to model at least two clearly labeled options: Callaway-related city coverage within a Bay County footprint, and a broader Florida footprint if the firm genuinely serves it. Approve only locations where the firm can explain its service relationship and provide accurate contact and jurisdiction information.
