1. Start with the geographic question, not the population number
The Census record identifies New Castle city and its relationship to New Castle County. Those are not interchangeable labels. A firm may serve people in New Castle city, elsewhere in New Castle County, or across Delaware, but a legal-news page should state its geographic scope accurately. The city’s population estimate is eligibility evidence for location planning, not evidence that residents are searching for a particular legal topic. Bosseo’s public Legal News page describes coverage matched to a firm’s practice areas and state. That makes the initial review a question of fit: which stories affect clients in Delaware, and when should a page mention New Castle city, New Castle County or another place?
Recommended approach
Bring a written service-area map to the consultation. Separate New Castle city, New Castle County and statewide Delaware coverage, then decide which locations belong in headlines, explanations and calls to action. Do not use the city’s population as a forecast.
