1. Define the Windsor Locks view before reading the numbers
The Census record identifies Windsor Locks as a CDP and places it in the Capitol Planning Region. That distinction matters when you design reporting. A Windsor Locks view should not silently combine the CDP with the county relationship, all of Connecticut, or a broader metropolitan area. Those are different geographic scopes.
