1. Start with Windham’s actual service boundary
Windham is identified as a municipal-town in Connecticut, and its recorded county relationship is the Southeastern Connecticut Planning Region. That geographic relationship should be handled carefully in attribution reporting. A record for a person or household is not automatically a record for the town, and a town-level population estimate is not evidence that a particular service or location page generated demand. If your firm serves Windham as well as other parts of Connecticut, attribution should preserve the distinctions your intake and marketing decisions require rather than collapsing every Connecticut inquiry into one label.
Recommended approach
Before evaluating the service, decide which geographic fields matter to your practice: the location associated with the inquiry, the page or campaign involved, the case type and the eventual disposition. Ask to see how Windham-related inquiries would be separated from inquiries associated with other towns or broader areas. Do not use the ACS population estimate as a forecast.
