The location record distinguishes Terryville CDP from the Naugatuck Valley Planning Region and from Connecticut as a whole. Those are not interchangeable reporting scopes. If a firm serves Terryville and also accepts matters elsewhere, a single statewide total could obscure what happened in the local community. The dashboard page says rankings can be tracked for service-and-city targets and that lead information can be viewed by city and case type. That makes geographic definition an implementation decision, not a conclusion available by population data.
Recommended approach
Ask Bosseo to show how Terryville, the Naugatuck Valley Planning Region and any wider Connecticut coverage would be represented separately. Agree on the place label, service label and case type attached to each record before using the dashboard to compare performance. Do not treat the Census population estimate as a forecast of demand or as a reason to expect a particular result.
