1. Start with geographic definitions, not a headline number
A Storrs law firm needs a clean boundary before it interprets a local result. The Census record identifies Storrs as a CDP and records its county relationship as the Capitol Planning Region. Decide whether a report should distinguish Storrs from the Capitol Planning Region, other Connecticut locations and a client’s actual matter location. Treat the Census population estimate as context, not as a forecast of cases or marketing opportunity.
