1. Start with the geographic question your records can answer
Putnam is a census-designated place in Connecticut, not a shorthand for every person or household in the surrounding planning region. The Census record places Putnam CDP in the Northeastern Connecticut Planning Region. That distinction matters when you interpret a lead: a person may search from Putnam, seek service in Putnam, live elsewhere, or contact a firm whose service area extends beyond the CDP. Population eligibility does not establish search demand, competition, language preference, legal need, calls or cases.
