1. Define Portland without confusing geography with demand
Portland town and the Lower Connecticut River Valley Planning Region are different geographic references. The Census record identifies Portland as a municipal town and reports the population estimate for that town, not for every household, individual, nearby community, metropolitan area, or all of Connecticut. That distinction matters when you decide whether a page should target Portland alone, a broader county or planning-region relationship, or another service area. Population is eligibility evidence only. It does not show how many people search for a lawyer, how many searches are competitive, or how many matters a page could produce.
Recommended approach
Begin with a written service-area map. List Portland separately from any other Connecticut places you serve, then identify the legal services that are genuinely available in each area. Treat the Portland population figure as geographic context, not as a forecast. Ask during the consultation whether a Portland page would add useful information beyond your existing service pages and whether the proposed geographic wording is accurate for your firm.
