Start with the geography you actually serve
The Census record identifies Manchester CDP and its relationship to the Capitol Planning Region. It does not say that every person in that geography is a prospective client, nor does it establish that a Manchester visitor will become an inquiry. For a law firm, the first attribution question is narrower: which geographic areas does the firm accept, and how should those areas appear in reporting? A Manchester-focused practice may need to distinguish inquiries from Manchester itself from inquiries elsewhere in Connecticut or the broader region. Treating those as one audience can make a channel appear stronger or weaker than it is.
Recommended approach
Define the geographic fields and service-area rules you want reviewed before judging performance. Ask whether Manchester should be a distinct reporting value, whether nearby areas belong in the same decision group, and whether the firm accepts matters throughout Connecticut. Use geography to organize review—not to claim demand.
