1. Set geographic coverage around the matters you accept
Hartford city and the Capitol Planning Region are not interchangeable labels. A firm may serve Hartford itself, a wider part of Connecticut, or a narrower set of communities depending on licensure, practice area, staffing and client fit. Bosseo’s public LSA page describes category and geography targeting, including service areas set deliberately around the case types and locations a firm wants. That makes geographic scope a practical intake decision, not a conclusion drawn from Hartford’s population estimate. The Census record identifies Hartford as a municipality and records its relationship to the Capitol Planning Region; it does not show where prospective clients will search or which areas will produce suitable matters.
Recommended approach
Bring a written service-area map to the consultation. Separate locations the firm serves from locations it merely wants to test, and identify any geographic limits that should prevent an inquiry from being treated as qualified.
