1. Separate Windsor geography from marketing assumptions
Windsor’s recorded county relationships are Larimer County and Weld County. A firm may serve the town, one county, both counties or a wider Colorado market; the municipal population does not establish where its clients live or how they find the firm. Attribution should therefore preserve the actual geographic context of each inquiry rather than treating “Windsor” as a proxy for a service area. Ask whether your reporting needs to distinguish a Windsor landing page from a county page, a broader Colorado page, a referral or a direct visit. That is a measurement question, not a conclusion about demand.
Recommended approach
At consultation, map the geographic labels your firm already uses in intake and marketing. Decide which locations should remain distinct in reporting, and avoid rolling Larimer County, Weld County, Windsor and Colorado into one undifferentiated category.
