Start with the service area—not a population assumption
A Federal Heights firm may serve clients in the city, elsewhere in Adams County, or across a broader Colorado market. Those are different geographic choices. The Census record establishes Federal Heights as a municipality in Adams County, but it does not show where a firm’s clients live or which locations matter most to its Google Business Profile. Reputation work should therefore identify the geographic coverage the firm actually wants to represent before choosing review-request language or evaluating nearby profiles.
Recommended approach
Map the firm’s real service area and decide whether Federal Heights is the primary location, one of several communities served, or simply the address associated with the profile. Keep the city and county relationship accurate in public-facing materials. Do not use the population estimate as a substitute for a demand study.
