1. Start with the Wildomar service boundary, not an assumed lead forecast
Your firm may serve Wildomar, other Riverside County communities, or a wider California market. Those are different operating boundaries. Wildomar city’s Census relationship is Riverside County, but a municipality, a county and a state are not interchangeable. Automation should therefore preserve the location attached to an inquiry rather than silently treating every contact as a Wildomar matter. The Census population estimate is useful for identifying the place under review; it is not evidence of demand, case volume or staffing requirements.
Recommended approach
On a consultation, define the geographic rules your team actually uses: which locations are accepted, which are referred elsewhere, and which require human review. If your intake form collects location, consider whether that answer should be logged or used for routing. Measure the number of location-related exceptions instead of predicting them from population. Keep Wildomar-specific reporting separate from Riverside County-wide or California-wide activity so a decision-maker can see what the system is actually handling.
