A Visalia firm should begin with the geographic relationship it can responsibly serve: Visalia is in Tulare County, and the firm should distinguish Visalia city pages from pages for other municipalities in the county. The Census population figure can establish that Visalia is a real municipality within the proposed footprint; it cannot establish that every practice area has demand there.
Recommended approach
During review, list the cities and counties where the firm accepts matters, then separate current service territory from possible expansion territory. Decide whether a Tulare County footprint is more appropriate than broader California coverage. Do not publish location pages for places the firm does not serve merely to increase page count.
