Santa Ana is a municipality in Orange County, so your first question is not whether to advertise across an undefined “local market.” It is which locations your firm actually serves and wants to pay to reach. A Santa Ana practice may need to distinguish the city from other parts of Orange County and from any broader California service area. The Census record supports Santa Ana’s municipal and county relationship, but it cannot tell you where qualified legal inquiries will come from.
