1. Start with the right geographic boundary
The Census record identifies San Ramon as a city in Contra Costa County. That distinction matters when a firm decides whether a San Ramon page belongs in a broader Contra Costa County footprint or in a larger California plan. A city page and a county plan are not interchangeable: they describe different geographic targets and may serve different operational decisions. The city’s recorded population can establish that San Ramon is a real municipality to include in geographic planning, but it cannot establish how many people search for a lawyer, how difficult the results will be or how many inquiries a page could produce.
Recommended approach
Define the firm’s actual service boundary before discussing page volume. Review San Ramon separately, then identify which other Contra Costa County communities and California counties the firm is willing and able to serve. Treat statewide coverage as a decision to evaluate, not an automatic recommendation. A useful consultation should record the geographic scope, excluded areas and the reason each area is relevant to the firm.
