Start with the geographic boundary, not a demand assumption
Prunedale is recorded by the U.S. Census Bureau as a CDP in Monterey County. That relationship matters when you define reporting: a Prunedale inquiry should not automatically be treated as a Monterey County-wide inquiry, a metropolitan-area inquiry or a California-wide inquiry. Households and individuals are also different reporting units, so the population estimate should not be converted into a forecast of legal need or lead volume.
Recommended approach
Before adopting attribution, agree on the geographic labels your firm actually uses. Review whether Prunedale should be a distinct location in reporting, how nearby Monterey County inquiries will be categorized, and whether an inquiry outside the intended service area should remain visible without being counted as a target-area result.
