Start with the geographic decision, not a page count

That is eligibility context for a local service page—not evidence of legal demand, competition, search volume, leads, cases, or revenue. For your practice, that makes the first decision geographic: do you want a Palo Alto page, coverage throughout Santa Clara County, or a broader footprint that includes other counties you genuinely serve?
