A law firm may serve Palermo CDP, the rest of Butte County, nearby communities, or a broader California market. Those are different scopes. The Census record identifies Palermo as a census-designated place in Butte County, not as a measure of a firm’s service area. That makes geographic definition a first-order measurement question: a result associated with a broader county or another city should not automatically be credited to Palermo.
