1. Start with Ontario’s actual service area, not a population assumption
The Census record identifies Ontario city as a municipality in San Bernardino County. It does not say that every resident is a prospective client, that callers come only from Ontario, or that the firm needs more staff or particular language coverage. Your intake review should therefore begin with the geography your firm actually serves. A caller may be in Ontario while a matter involves another jurisdiction, or the firm may serve clients beyond Ontario. Those distinctions affect qualification and escalation.
