The appropriate choice depends on the firm’s licensure, office policy, practice areas and willingness to handle inquiries from each location. Population eligibility can help establish that Monterey is a real place to evaluate. It cannot establish how many people search for a lawyer, how many firms compete there or how many leads an LSA program would produce.

Build a written service-area decision before setting targeting. List locations the firm accepts, locations it does not accept, and the geographic boundary at which an inquiry becomes unsuitable.
