1. Define the geographic view before judging performance
Menifee’s official geographic relationship is Menifee city, Riverside County, California. A firm may serve people in the city while also accepting matters from elsewhere, but those are different geographic questions. The dashboard page describes rankings by service-and-city target and says city data can inform budget decisions. That makes the geographic definition important: a Menifee ranking is not automatically a Riverside County ranking, and a county result is not automatically evidence of performance inside the city.
