1. Start with the Madera service area, not a population assumption
If your firm serves Madera city, Madera County or a wider California practice area, define those boundaries before changing an intake workflow. The Census record identifies Madera city’s relationship to Madera County, but it does not show where inquiries originate or which matters your firm accepts. A useful review separates city inquiries from countywide and other California inquiries, then checks whether the same person, matter type and urgency rules apply in each area. Do not use the city’s population estimate as a proxy for leads, cases or revenue.
Recommended approach
Bring your actual geographic service rules to the consultation. Decide whether routing should distinguish Madera city from Madera County or other areas, and identify any locations your firm does not serve. Automation should reflect your acceptance policy rather than treat every inquiry as equivalent.
