1. Start with the service area, not a population shortcut
Livingston’s recorded county relationship is Merced County. Your LSA decision should therefore distinguish Livingston from the wider county and from any other locations your firm serves. A firm may accept matters in Livingston while declining inquiries from other parts of Merced County, or it may deliberately define a broader service area. Those are operational choices, not conclusions available by the population record.
