1. Start with the Linda service area, not a generic software wish list

That is geographic context, not proof of legal demand, search behavior, competition or revenue. It does, however, make geographic boundaries worth documenting before a build changes intake or reporting. A Linda-serving firm should decide whether the proposed tool is for matters associated with Linda alone, Yuba County more broadly, or a wider California service area. Those are different reporting questions. A location field that simply says “local” will not answer them reliably.
Recommended approach
Bring the exact geographic categories your team uses today. Ask whether each category belongs in intake, matter records, routing, reporting or nowhere at all. Keep the first build focused on a defined operational problem rather than treating population as a reason to purchase software.
