1. Define the geography before you interpret a number
Lincoln is recorded as a municipality in Placer County. That distinction matters when a report uses words such as city, county, market or service area. A Lincoln figure should not automatically be treated as a Placer County figure, and a population estimate for the city does not establish search demand or legal need.
