That relationship matters because a firm may describe its market as Fort Bragg, Mendocino County, nearby communities, or a broader California service area. Those descriptions are not interchangeable. Local Service Ads require a deliberate decision about where the firm accepts matters and which inquiries justify a paid lead. A city population estimate cannot answer that question.
