Start with the service area you can actually handle
Your firm may serve El Centro, other parts of Imperial County or a narrower area. Those are different geographic decisions. The Census identifies El Centro as a city in Imperial County; it does not show where prospective clients search, where your firm accepts matters or which locations Google will associate with your profile. That makes the first review operational: identify the places your firm wants, and is able, to serve before setting coverage. Do not use the city’s population estimate as a proxy for demand.
