That distinction matters when a firm decides whether an LSA profile should focus on East San Gabriel, include other service areas, or remain limited to locations the firm can serve. The local population estimate gives scale to the place, but it does not establish how many people search for a lawyer, how many firms compete, or whether a particular case category is viable. Bosseo’s public LSA description says its program includes category and geography targeting, with service areas set deliberately. That makes geographic scope a decision to review with the firm, not something to infer from census data.
Recommended approach
Bring a written service-area boundary to the consultation. Separate East San Gabriel from Los Angeles County and identify any additional locations the firm is genuinely prepared to serve. Then compare that boundary with the firm’s practice areas, consultation capacity and eligibility rules before deciding whether to broaden targeting.
