1. Start with the Chico service boundary
The Census record identifies Chico city and its county relationship as Butte County. It does not establish how many people need legal help, which practice areas are competitive, or how many inquiries a firm should expect. That distinction matters when reviewing attribution: a report should show the geography associated with an inquiry only when that information is actually captured, rather than turning the city’s population into a marketing assumption. A firm may also serve people outside Chico, so city, county and broader California activity should not be treated as interchangeable.
