That relationship should shape the review: a page about an event in Calexico is not automatically a page about every community in Imperial County, and a California-wide legal development is not automatically local to Calexico. It does not establish that every story will be Calexico-specific or that a page will attract Calexico clients. Create a geographic policy before approving pages. Separate Calexico incidents, Imperial County developments and California-wide legal changes.
