The Census record identifies Little Rock as a municipality and records its county relationship as Pulaski County; it does not establish the boundaries of your service area or prove that residents are searching for legal help. That makes geographic definition an early business decision: determine whether coverage should be limited to Little Rock and Pulaski County, extended across Arkansas, or separated by practice area.
Recommended approach
Bring a written service-area map to the consultation. Ask how the proposed coverage would distinguish a Little Rock incident from a statewide legal development and how the firm’s calls-to-action would reflect that distinction. Do not use the city’s population as a substitute for a demand study.
