1. Treat Barling and Sebastian County as separate targeting decisions
The Census record identifies Barling city as a municipality in Sebastian County. That relationship matters when you define where the firm serves, but it does not mean a Barling campaign should automatically cover all of Sebastian County. A city boundary, a county boundary, and a firm's actual service area are different questions. The practical review is therefore geographic: which addresses, communities, and county relationships should be included, excluded, or evaluated separately?
Recommended approach
Bring the firm's actual service-area policy to the consultation. Decide whether Barling is a priority location, whether Sebastian County is also in scope, and which locations would create an out-of-area inquiry. Do not use the city's population estimate as a forecast of LSA demand.
